Is One Piece worth collecting in Japanese if you do not read it?

Yes, selectively: the tankobon covers and SBS are the same art the English editions carry, so the Japanese premium buys the untranslated shelf instead, the databooks, Color Walk extras, Jump Remix covers, Wanted in its original form, and first-volume printings.

Start with the honest negative. Because Viz preserves Oda's covers, numbering, and SBS, a Japanese standard run duplicates an English run more completely than almost any other series in the Library; the art argument that justifies Japanese Dragon Ball barely applies here. A non-reader who imports 108 tankobon is buying furniture with excellent spines, and the Library says so plainly because this page's credibility is the point.

The affirmative case is the surrounding shelf. Yellow, Green, and Blue Deep databooks, the Vivre Card system in its native waves, Jump Remix volumes with their exclusive covers, Color Walk limited editions, and the magazine layer, Jump issues with famous color spreads and the Romance Dawn prototypes' lineage through Wanted, are Japanese-first or Japanese-only objects with real content for a non-reader: art, design documents, and artifacts. That is where import money earns its place in this franchise.

Two Japanese manga objects do justify themselves as books: volume 1 in an early printing, the cornerstone covered in the Library's first-printing page, and a favorite saga's run bought as a Japanese set for the uniform spine rainbow and paper feel, a defensible aesthetic purchase when made knowingly and in one consolidated shipment rather than volume by volume at international postage.

The recommended shape, then: English to read, Japanese for the reference and art shelf and the one or two trophy objects, and the money saved against a full duplicate run spent on Color Walks and databooks that actually add information. In this series, restraint is the expert move.
