What is the East Blue Saga?

It is the first saga of the manga, volumes 1 to 12 roughly, in which Luffy leaves his home sea, recruits Zoro, Nami, Usopp, and Sanji, and defeats the fish-man Arlong, the arc that ends the prologue and points the crew at the Grand Line.

One Piece opens in the weakest sea, the East Blue, with a boy who ate the Gum-Gum Fruit and a promise to a pirate named Shanks. The early arcs are short recruitment stories, each built to prove one crewmate: Zoro the swordsman in Shells Town, Nami the navigator introduced mid-scam in Orange Town, Usopp and his tall tales in Syrup Village, and Sanji the cook defending the floating restaurant Baratie against Don Krieg.

The saga's center of gravity is Arlong Park. Nami's betrayal is revealed as eight years of forced service to the fish-man who murdered her adoptive mother, and the crew's walk to Arlong Park, drawn as a single silent spread, became the young series' defining image. Luffy destroying the room where Nami was chained to draw maps, and his hat placed on her head, established the emotional mechanics the whole series still runs on: a crewmate's past, a place that embodies it, and Luffy breaking the place.

Loguetown closes the saga at the edge of the Grand Line, the town where the Pirate King Gold Roger was born and executed, stacking first appearances and near-misses, Smoker, Dragon's unexplained rescue, Buggy's revenge, in a farewell to the small sea. Volume 12's cover and chapters are the natural first checkpoint for readers and the end of most starter box sets' first box.

As physical books, East Blue is where every One Piece shelf begins and where condition lessons are cheapest: early Japanese volumes are plentiful, early English printings carry era markers of their own, and the first volume's Japanese first printing is the subject of its own Library page. The anime adapts the saga in its first 61 episodes, closely, making this the easiest saga to compare across media.
