What is the Water 7 and Enies Lobby saga?

It is the saga in which the Going Merry is condemned, Usopp fights Luffy and leaves, Nico Robin surrenders to the World Government's assassins CP9 to save the crew, and the Straw Hats declare war on the world itself to take her back.

Water 7, the city of shipwrights, begins as a repair stop and becomes the crew's breaking point. The Merry, damaged beyond saving, forces the question the series had avoided: what the crew owes the things and people who carried them. Luffy and Usopp's duel over the ship, fought seriously over a question with no villain, is the arc's moral core, and Oda has the loser leave the crew and mean it.

The second half converts grief into the series' most celebrated action arc. Robin's flashback to Ohara, the island of scholars annihilated by a Buster Call for studying the forbidden Void Century, reframes the entire world of One Piece: the Government's founding crime, the blank hundred years, and Robin's twenty years of running. Her declaration on the courthouse roof, that she wants to live, answered by the burning of the World Government flag, is the sequence Japanese polls return to most often in the whole series.

Craft notes matter to collectors here: the tankobon volumes, roughly 34 to 44, contain Oda's densest city art, Water 7's canals and shipyards drawn from Venetian reference, and the Enies Lobby fights introduced the crew's power-up grammar, Gear Second and Third, Diable Jambe, the Monster Point's cost, that later sagas systematized. Franky, the cyborg shipwright, joins to build the Thousand Sunny, and the Merry's funeral at sea closes the saga as its most famous single chapter.

The anime adaptation of this saga is where Toei's pacing first drew sustained criticism, and the contrast is a standard teaching example in the Library's anime vs manga page. The books are the recommended primary version of this saga in either language.
