What Lord of the Rings game was a turn-based tactics title on PSP?
It is The Lord of the Rings: Tactics, a tactical role playing game made only for the PlayStation Portable. It was developed by Amaze Entertainment and published by Electronic Arts, released in North America on November 8, 2005 and in Europe on December 2, 2005, in the PSP's first year on sale. It is a direct adaptation of Peter Jackson's film trilogy, with characters who resemble the films' depictions of them, and it later reached the PlayStation Store on September 30, 2009.
Battles play out on a grid, with a twist on the usual turn order: the game's characters move at the same time rather than one unit at a time. GameSpot's contemporary review breaks that into a movement phase and a combat phase, with orders queued for all units and then resolved. A Zone of Control rule means a character who moves next to an opponent's square must stop and fight, which, combined with simultaneous movement, lets a player trap an enemy unit.
The film battles are the campaign. The player controls a handful of heroes who grow more powerful over the game, combined with a number of warriors, and can play through the story from either side: as the Fellowship, or as the minions of Sauron, the Host of Mordor. GameSpot noted that both campaigns even begin with the same event, the Nazgûl ambush at Weathertop, with opposite victory conditions. Film clips introduce the campaigns and their missions.
